When I first read the description, I was thinking about the latest
Global Frequency (#5).  There we encounter an entire town in Norway that
wakes up one morning completely insane.   After uncovering various
disparate bits of evidence--a burned out church being the most
important--the Global Frequency discover the importance of low frequency
sound.  See, it doesn't have to be _loud_ as much as pervasive.  The
expansion and contraction due to the fire was sending vibrations that
traveled under the town, making the populace highly suggestible, and
when their church erupted into the sky in a ball of flame, they saw what
came naturally.  The issue can easily fit in the "Unexplained" section
of the UA rulebook.
