Actually I almost only work on this rarely doing the reverse. I like the
players to have more than enough responsibility over the game, and in
this point I disagree with you. Is not a burden to the GM but to the
players, since you force them to be responsible for the outcome.
Specially when they are doing their characters and you are over their
shoulders points this and that and asking if they find this fun, or if
they find they could evn survive real world with that and such... :)
But them, im burden. :)
As for a more concrete answer, yes I do it, and it´s pretty cool to work
like that, but them GMs should be ready for everything. Bruno Cruz who
is GM one of the groups im as "watcher", is using the same approach and
he is not exactly feeling at home, but his going be okay in a few game
sessions, I know. :)

As you can see by the feedback you surely are not,
I was planning something along these lines, because this ensures IMHO
that your players become more active in the 'building' of the story,
instead of letting the GM present everything.
I am seeing this in our Fantasy game as well, the parts of the story the
GM determines in advance (readymade adventures tend to have a lot of
this) the more passive our group becomes, on the other hand when we see
our GM is starting to improvise we become more active because we know we
can influence the story to a larger degree.
