The guy who runs the place is the Godwalker of the Gaoler.  He is trying
for an ascension by drastically widening the scope of those society
considers eligible for coercive reform-- from convicted criminals, to
anyone who seems defiant towards authority.

The characters will be aided from the Statosphere by the current
archetype, the stern but humane 18th century gentleman who originated
the concept of the penitentiary.  [insert research here]
