[UA] starting a new campaign

Hi all,

I've been lurking for a while, but now I'm just one week from finally 
starting a UA-campaign. (Yeah!)

The idea I had for it runs like this:

1) The PCs are normal Joe-Sixpacks who suddenly stumble into the 
existence of the Occult Underground.
2) After a few hard weeks they have a rough overview and know the basics 
(there's magic, there are organisations like TNI, the sleepers, Mak 
Attax, etc)
3) Through some event/ someone they find out that some of them can work 
magic, too and (most important) that their memories have been played 
with.
4) They search for their lost memories and for whoever erased it.
5) They get their memories back and find out, that they were with the 
Sleepers and their last target did all this to get rid of them.
6) They go and get the bad guy.

It's just the basic concept, flawed as it is.

Here are some comments/problems regarding the single items:

Re 1) I thought about letting my players create their characters with 
fewer points than usual and at stage 3 they get the remaining points to 
buy magic, avatar skills or other fancy stuff.
I'm still looking for a good starting scenario. I need something which 
is sufficiently weird and helps melting the PCs together into a group. 
Bill in 3 Persons would be good. Unfortunately one of my players 
already has played it. :-(
Re 3) I'm still not sure how they find out they have powers, too. Maybe 
it could be a slow process, like they subconciously still remember how 
it works and after the unnatural phenomena become more frequent they 
(hopefully) will figure it out on their own. But I'm not sure whether 
this could work. It's a new group and I don't know all of my players 
that well yet.
Re 5) After finally getting my hands on Weep and reading it I thought it 
would be cool, if they could buy their memories back at the Swap Meet.

It would be great if I could get some comments on this! 

Has anybody some good advice on which published scenarios I could use in 
which phase of my campaign? 
I remember that some time ago someone has posted his order for a 
Weep-only campaign. I'm looking for something like this using most of 
the published stuff. Some One-Shots obviously can't be used like this 
(I feel fine or Jailbreak, I think) but Fly To Heaven, for example, 
could easily be woven into a campaign.
