This reminds me of a study I heard about a few years ago.  Some police
department did tests and timetrials and whatnot, and determined that if an
attacker with a knife stands 30 feet away from a trained policeman with a
holstered gun, the policeman does not have time to draw, ready, and shoot
his gun before the attacker can approach and gut him with his knife.

Guns do provide a great advantage, but if they are not readied, or held by
someone with little training, they can be overcome much easier than one
might think.

IMHO very few npcs should have such training and readiness as (competent)
police officers
