Just a couple of ideas about the main arcana (sorry to be picky):

The Martyr fits better with the Hanged man symbolically (IMHO), as it has a
longer history of association. Also link with the haziness of the ultimate
martyr's death (Jesus seems to have been hanged according to the first
gospels, only one of them even mention a crucifix). Just my idea.

What about making the Two Faced Man the Devil (or the outsider), and make
the Demagogue the Tower? I can't really see a link between the dark stalker
and that card.

Aside from that, GREAT job. Very very very well done. Maybe you should
package the major Arcana as a zip file for a single download?
For Minor Arcana, how about having NPC's from the supplements and scenarios?
Divide the suits into the different factions and go from thier (Sleepers
(swords) NI (coins) Other Dukes (Wands) and Mundane Nutcases (Tomes)...Those
are right names for the suits aren't they? My tarot isn't very good.
