The only Otherspaces explicitly mentioned are the various Rooms of the 
House of Renunciation.  They have special rules to govern them.  Other 
Otherspaces work however you want, including access and internal laws.

While UA has a lot of cosmology stuff as well as organizations and plot 
structures it doesn't seem as book plot driven as other RPGs.  I'd say 
it is more like a model kit that comes with a lot of tools.
