[UA] Help me pleeeeeease!

I got UA 2 days ago and for a RPG burn out victim its nice to have ideas
budding again.  But I have a few questions.

There's mention of Otherspaces (Ricketyspace?) but no real info I can find.
Is it in the book and I'm going blind or what?

The stuff in the GM's section.  Is it "The Truth" as will be published in
future books or is UA basically a toolbag for constructing stories of magic
and weirdness? (So if I want to use more "normal" vampires, am I going to
get a knock on the door from men in expensive suits?)
