As examples for skills use I humbly suggest the skill list from GURPS. If
you don't have a GURPS Basic Set book or the GURPS Compendium I, just
download the free GURPS Lite from www.sjgames.com. This might "jump start"
players by assisting them to define their initial character concept within
the rule structures (albeit loose) of UA.
Once players have defined their skills, then you can work with them about
which skills match with which stat if there is any doubt.
Yes, "dexterity" generally defines a broader skillset than the one your
player mentioned above, but be patient. As you stated, it's an new system
for them and the freer form of character design is something they're not
used to if they came from a d20 (or Palladium) background.
All in all, make it a fun experience for you and the players. If gaming is
not fun then we'd call it work.
