I always assumed that it was a reference to the fabled land after which
the country Brazil was named. Brazil is a Celtic name for a mythical
magical island, and corresponds closely to Tir Nan Og, Arcadia, the
Happy Hunting Grounds, Elysium, etcetera. Lowrie's dream-world in the
movie -- particularly the pastoral fantasy at the end -- were, I assume,
the "Brazil" Gilliam was referring to. This fits with the dream-world
theme throughout his movies.
