If I recall the commentary track from the DVD, the opening
scene was supposed to show a lush rain forest.  Then a huge
patch would be destroyed as the wood is made into paper
which goes onto someone's desk in an office in England (or
wherever the movie takes place).  

So, I guess they chose Brazil because it is a country that
elicits images of tranquility and harmony (the jungle part;
not the urban parts).  Then it's tronced upon by the urban
necessities.

I forget why they decided to scrap that intro.  But the
terrorist bombing was appropriate enough.

And I dig the song.
