The impression I got during my research was that the Sicilian-only rule was
largely relaxed as time went on. By the 70s, it seemed to be enough to be
simply of Italian descent.
At a guess, that might be because of reduced numbers of Sicilian immigrants
after WW2, leading to a shortage in candidates for made status.
Or I could be wrong. But for the purposes of the campaign, it's not an
important point, so I ignored it.
