Exactly right.

One of the things I really wanted to do with UA was to set it up that, yes,
having Lie Like A Bastard as a 78% obsession IS just about as useful as
Cliomancy 78%.  They're not exactly the same.  There are no circumstances
where you can use your LLAB skill in the place of (say) a 15% Fly A Fighter
Jet skill, the way you can with the Instant Zen Master spell.  You can do
more with the magick.  In the dimension of use, it's wider.  But in the
dimension of pragmatism, it's narrower because it constrains you with
charges and taboos.

In each case, however, you need to have a stat that's at least as high as
the skill.
