[UA] Rules question about Avatar skills

I contend that a 78% obsession skill in "Lie like a bastard" is functionally 
equivilant to regular signifigant charges in cliomancy without any 
territorial pissing.  And getting into the media or academia could let 
someone pull off a major effect without having to visit the moon.
