[UA] Rules question about Avatar skills

I really like this rule.  Overall, the max skill level = related stat is a 
fav of mine. In specific, the fact that most people with high soul are 
either a) magically active but smooth as a wall of razors, or b) 
professionally slick but not magically active.
Soul represents interhuman interacition ability and fundamental occult 
potential in the rules (right?) but the way the numbers work with skill 
points its usually one *or* the other.
Which suits the setting nicely, really.
Re the outsider and the Executioner, or other "non - mystic" avatars, you 
just can't hold that much power without the right size pants - and pants, in 
this case, equate to soul.
And it maintains some game balance between the four stats.
