[UA] UA2 - unskilled checks

I remember a while back someone (Stolze?  Tynes?) posted some information
about the way unskilled checks will be handled in UA2.  Since I'm running a
con-game this weekened where the PCs are children (and hence unskilled at a
lot of things) I'd though I'd have another look at it... does anyone have a
copy of that post, or remember how it was handled?
