That's weird, because I've had the opposite reactions.
The "monsters" work better. Perhaps that's because
I've got gamers who have read the books, and
immediately try to peg which magick school/avatar the
NPCs follow (even when they don't follow any). Whereas
the monsters tend to cause Madness checks (which my
group was terrified of) and, thankfully, I had players
who liked to roleplay their reactions to the checks.

Agreed. I still don't get what Cthuloids "do." Which
is one reason I like UA with its
"humans-do-the-darndest-things" mindset. It's a hell
of a lot easier to get into the head of a guy who
thinks being Don Juan gives him magic power, rather
than throwing standard squiggly bit #4 at the group.
But I don't have this problem with nonentities.
They're alien enough, but still, at least on some
levels, human.
> I'm not sure about lycanthropes, yet.
Lycanthropes are great! At least, in regards to
freaking out the players. I had one once, an
accountant who did double duty as a performing bear in
a Las Vegas show. It was a throwaway encounter (the
real adventure dealt with a group messing with the
casino) but turned into a real mindfuck. Especially
after the bear died and there was a dead accountant on
the floor. I then spent the rest of the evening
insisting there had never been a bear and the players
kept insisting that they had seen one. Months later,
you could mention the bear and they'd go off all over again.
