How 'bout survivors?

All of the PCs are related to a different now-dead person who got involved 
in the Occult Underground, and are trying to discover the truth behind their 
death.

As an added bonus, you could run the players through the final adventure of 
these people, the one that got them all killed and brought the main PC group 
together.
