Unusual? Maybe not. But my current UA group, consisting of clueless players and just as clueless player characters, is a branch of the grievously underfunded Occult Crime Division of the FBI which is the department which gets all the losers etc. who just can't be fired for one reason or another (and, in one PC case, a volunteer).
Its history is that is was founded during the UFO craze in the wake of Roswell etc. but as no conclusive proof for or against UFOs was ever found it was finally reduced to doing seminar sessions for cops about the dangers of satanism, heavy metal and role-playing games. Their boss is still convinced it's all an alien conspiracy though. Today they are sent to 'investigate' crimes in which for instance the relatives of victims claim supernatural involvement - but actually they're just sent there to keep the relatives satisfied while standard cops perform the actual investigation.
Needless to say the PCs keep stumbling on cases with actual supernatural background which the cops ignore.
