I sorta do that.  I actually STEAL my own world.  In
D&D it's usually Pratchett and Tim Powers references
(mostly from "Anubis Gates" or "The Stress of Her
Regard" - I run a pretty early Romantic D&D campaign.)

I steal lots from the UA book, but I tend to make all
the characters in the back of the main book local
figures, I rarely do anything international.  Swap
Meet, in fact, was the only scenario where the players
left the campaign city (which I am careful not to
name, which is no simple trick with my players.)  

I tend to leave Alex Abel as an international figure,
but Daphne Lee is definitely a local figure as is
Randy Douglas and all the TOSG (they have a compound a
couple miles outside of town.)  I'm cheap and I
beleive in the law of conservation of characters.
