I think that would be a nifty thing to do.  Sometimes the
greatest joy can be found when a party has been
consistently beaten and is pretty pissy.  But there is a
danger in that.  You want to break the characters; not the
players.  Some players may quit if they view the game as
unbeatable.  So, juggle that well.

Also, when the PCs have been immersed in the OU in some
fashion and are used to shooting their way out or
threatening street thugs, they may try to defeat the three
ladies.  I'm not sure what your players and characters are
like, but if you feel that any one of them would be the
type to pull a gun on one of the ladies and shout, "Look
you old bag; get the hell out of here!" then this might not
be workable.  

Of course, then you fix that by making the ladies really
powerful.  I forget what the book says about their
abilities, but I think there are ways around that.

I think this could be a good "first" module.  Give each
player one of the PCs.  After the module, tell the players
that those are the characters they can use for the rest of
the adventure.  Then allow them to shuffle the numbers to
their liking so the characters are more their own
creations.

Thus, the characters start off in the ho-hum suburbian
life, but they get mixed up in all this craziness.  Heh,
actually, I could see the PCs going from Joy & Sorrow to
Bill in Three Persons.  Any group going through those two
adventures is going to develop a pretty strong bond.  

And you don't have to introduce Joy & Sorrow in a
neighborhood.  As you said, putting the PCs in a down mood
would be a good time to bring a little joy in their lives. 


I remember a scenario for Over the Edge in Weather the
Cuckoo Likes.  It actually puts the PCs into a situation
they've been in before where they were thoroughly defeated.
 It gives them a chance to redo that scene.  I forget if
the new result is lasting.
