[UA] A question to the mobile phone techs

I seem to recall that some people with serious insight into mobile phone technology are on this list (there seem to be poeple with serious insight into just about anything here for that matter). I've got a question that came up during a KULT game of mine but I can easily make it UAble:

Let's say Bill from Bi3P has a mobile phone before he splits up. All three Bills later have the same mobile phone and therefore the same contract, the same number etc. Now what if someone calls them? What are the conceivable results of the same mobile phone existing three times? Are there any, in lieu of being able to test it? Should I get a life?
