[UA] Question about Cliomancy in the OU

In the Angela Forsythe entry unders "sleepers" it
mentions that Angela Forsythe's father invented
Cliomancy, and that she invented the story about
Atlantis so she could steal charges wherever she
travels. The whole point of Cliomancy is that you can
use it to mess with mass opinion, so why not mass
cliomancer opinion?
