No, we (at least, in england and Wales) changed that a while ago. There used
to be a (pretty reasonable, I thought) reason for not giving the wine to the
congregation, though I've now forgotten what it was. Interestingly, though,
if the wine is offered it is *not* an optional extra. Though it's generally
considered that if the queue is backing up then you can go without.

I'd guess Germany is the same. The wine is not given out if there is no
deacon or a eucharistic minister at Mass ('cause the priest is busy with the
body). This could be why you haven't seen it.
