Ack. Hate to double-post, but I forgot something important.
Instead of UA mages, I think it'd be cool if the up-and-coming wizards were 
people that have "miscellaneous magic" Soul skills. Mostly unconscious, hard 
to identify stuff like Hunches or Peculiar Luck. They mostly wouldn't even 
realize they were magical people, but they'd be drawn into the Underground by 
syncronicity. Very different from the "Creo Ignem" yellers.
