3rd edition books say that magic is losing its umph. A direction that was 
put onto the game to allow it to become the medieval setting for the World 
of Darkness, using something called True Reason that was neither True, nor 
Reasonable.

In the 4th edition setting, Hermetic Magic is stronger than ever.  There's 
a _social_ battle going on (against the forces of the Dominion - ie the 
Churches) but there's no reason for magic to disappear.
