I find that, since clues are vital to any mystery-type
RPG I play, it works best to just give players
information based on the scores they already have.

If a player states that they are actively looking for
clues in a certain spot they visit, I take that as a
sign of initiative and always give them something.  I
warn players beforehand that I use whatever info and
knowledge skills they have to filter clues to them and
that there may be plenty of red herrings.

It works out just fine and the frustration level in
games has dropped considerably, especially since I get
to tell everyone the neat stuff they would otherwise
have missed.
