Cool idea. Riffing off it, suppose that the Comte really is Extra
Special, and that there's no way, no-how that you can get Super Keen Comte
Powers by manipulating public opinion...
...But what the Cliomancer did (unintentionally) do is put himself in the
number-one-with-a-bullet spot for the Fool. Which, due to the Fool
channels, means he's ridiculously difficult to kill, and tends to show up
in all the right/wrong places. Which, unintentionally, makes him seem a
lot more Comte-like, even to him... Which reinforces the gullibility
requirement for the Fool. Meet Mr. Positive feedback cycle.
Wacky hijinks ensue.
