Here's a wacky idea:  Maybe the Comte is the Godwalker of some other
Archetype, like "The Hero," or "The Demigod."  Those would be
early-to-fill Archetypes, and the Clergymember in question would have a
mutually beneficial situation with the Comte -- the Comte doesn't try to
oust him from his current seat, and, by being the Godwalker, blocks anyone
else from doing so.  In return, the Comte gets to not die.

Yes, it's painfully un-canonical.

Here's another idea, which is probably much more compatible with canon:

The Godhead from the previous universe makes this one (I favor the notion
that it gets created at just the time when man is beginning, complete with
fake fossilized dinosaurs), and makes the Comte.  It then teaches the
Comte how to control the Cruel Ones.  It then creates, let's say, 500
other humans, tells the Comte not to under any circumstances let them be
eaten by saber-tooth tigers, and goes off and does whatever Godheads do
after they've made the next univers*.
