Oh, we do that in the US, too.  Cubans, Haitans,
Tailanders, people from all over the globe are locked
up in camps ready to be deported or starved to death. 
Also, we like to arrest Mexicans who try to slip over
the Southern border (Canadians are welcome to come
here as long as they aren't transporting bombs or
cheese.)

Our INS (Immigration and Naturalization Service) is
very busy.  The even strip-searched me once when my
sister married the son of an Argentine dissident (I'm
not kidding.)

Oh yeah, I almost forgot to mention the Indian
Reservations.  We've had those camps for over a
hundred years, now.

PS. Did anyone ever think a crowded immigrant ship
would be a good setting for some sort of really
sinister pick up/drop site for magical artefacts? 
What if the skipper of the ship was Paul Newman and it
was, say, 1948 or 49.
