I've never had players carry a hand of cards; they were a GM tool.
(except in the Jyhad-based freeform)

As I don't have "GMCs" in the games that I design (if a character is
important enough to include, give him to a player) GMs are able to act as
full-time adjudicators. This is a common approach around here.

Using play money in "Very Bad Things" (which was quasi-UA, in a mock English
kinda way) would agree with your sensibilities, I think.

 >>>Pure Karma resolution. It's what I'd use in most larps, but I'd like
some random chance in a UA game.<<<

Hmmm. A mostly "karma" based game (that's the term as used in Everway,
right?) with some random chance here and there would be nice.

If I think of something, I'll let you know.

contest.<<<

Gak. In-session book-keeping - I hate it. I prefer character sheets to be
used as a reference,it's annoying to update them during the game. Lack of
writing surfaces and player cheating make it annoying to me.

 >>>You could fit the basic rules into a small booklet, but converting
magick and avatars would take a bit longer. I'd also put in stuff on
situations in the Occult Underground that are suitable for larps, and maybe
a sample game to show people how the game could be run.<<<

Well, throw in that stuff and write a same scenario (for 15 players maybe,
so it wouldn't be too hard to find players to run it) and you'd easily have
a book - especially if it came with pregenerated characters. Sounds much
more interesting to me now.

Hmmm. I might be doing a freeform for Necronomicon in Sydney this October -
if so, I might make it UA based.
