No.

Gaining a charge is as much about attuning yourself phychicly to the locus 
of your magic by ritualistic action.  That is the thing that the adept knows 
about and what gives the sensation of the charge IMUAC.  An entropomancer 
with an empty gun still feels the charge building as they take their ritual 
of risk, but when it comes time to use that charge they'll fire a blank.
