Okay, I try to steer clear of any mention of Hitler in RPGs,
but...

I would refrain from making him anything "inhuman", though --
that's a slippery slope and makes the Holocaust much less
terrifying.
Perhaps he ascended as the Mass Murderer (or something more
dramatic: the Ghoul, the Adversary, the Devil) and has since
been kicked out of the IC by someone like Stalin (whose 20
million victims beat out Hitler's 6 million). How do your
PCs deal with finding out that the guy who's been helping
them to stop some madman from starting WWIII is actually
possessed by the renounced spirit of Hitler, with all of
his necrophilia twisted into some kind of life-affirming
mania? Weird. And morally problematic. Maybe Hitler would
be obsessed with keeping everything alive, to the point of
complete insanity: freaking out over squashed bugs, etc.
