I respectfully disagree. If two dopes with Body 50 and Brawl 20% go at it
in a bar... hold on, let me grab my dice and see how long it takes one to
kill the other.

FIFTEEN combat rounds for a fistfight to the death. Granted, the winner
got some freakish high rolls at the beginning, which would have led any
reasonable character to cave. (By "reasonable character" I of course mean
"GMC.") Furthermore, given the hidden damage system, the GM has a lot of
license to make things seem serious or trivial as she sees fit.
What, specifically, do you feel inhibits bar brawling?

If the reinstatement of capital punishment was clearly doing nothing to
reduce the number of murders in those states permitting it, it certainly
appeared to be cutting down on the number of confessions.
