The main detail is that they couldn't defeat the bad guy without major
loss of life. He had _hundreds_ of superpowered people at his command.
They would have got him eventually, but in doing so they'd have killed
millions of people. So they offered him a deal, putting his smarts to
good use. Lots of people on the message boards felt this was the
cowardly way out, but as Mark Millar pointed out, countries do this
_all the time_. There's acceptable losses and unacceptable losses.
