She's terrified of (a) the tiger coming for her and (b) competition for a
Cliomantic Major charge. She uses the Sleepers go gack any mage who's in
danger of waking the tiger or who's likely to steal her power sources.
Basically, she uses the sleepers to protect and nuture the object of her
obsession.
