Sounds like Telly, Tank Girl's "son" from the Vertigo miniseries a few years 
back.

If you recall the post-apocalyptic UA that was being discussed last month, 
perhaps you can see where Tank Girl would fit in well. She'd be the first 
avatar of the Flying Woman to drive a tank, perhaps.

Mutant kangaroos are probably a bit much.
