Or the other way around. The founder of Cliomancy (Dougan Forsythe? I forget) may have looked at occultism when he started the school and said "These guys (Theosophists) seem to go around telling crazy ass stories. Normal people then dismiss them as loonies, and occult minded folk think it's true. If I did the same with my school, then occult weirdos will be fooled by the bullshit, and normal folks would dismiss the whole school without delving deeper. Instant secrecy, reputation of huge magickal power, and the Tiger stays asleep." Sounds like a good deal to someone trying to create the Sleepers.
Rereading the writeup of the Sleepers in the main book, I began imagining them employing some PR men and media workers (newspaper editors and the like) to stop mentions of the occult, as well as their occult hit squads. It's not really mentioned in HH as I recall, but could be effective.
