Most likely, he'd be packing charges and wouldn't need the
booze. However, he could empty himself pretty quickly and
spend a round taking three hard gulps of whiskey to keep
the charges going. So, disarming him might be good, but
I'm sure he'd be much more interested in blasting or other
dipso effects than drinking.
And I do believe that a dipso would also have something
with him. When I played a boozehound at a convention, I
made it a point to always have a flask of whiskey with me.
When that was getting low, I stole a bottle of cognac from
some guy's house. Then the bastard GM threw us in the
woods mostly naked with no booze. My poor character had to
try to think with a throbbing headache and no charges.

Some areas do not sell alcohol on Sundays. I imagine
boozehounds avoid them. I know that Missouri has repealed
that blue law. Apparently New Jersey has some weird
alcohol laws. Something about how you can't buy alcohol in
a grocery store. And I think there are some stringent time
constraints in Jersey.
So, unless you want to research each state's laws, I guess
it's up to the GM to say, "Uh, yeah, you can't buy liquor
after 9 PM in this state."
And it's probably safe to assume that if the city isn't a
huge power base in the OU, a boozehound will want to live
in a state with more liberal liquor laws.
But then, it doesn't take a lot of effort or forethought to
keep a few cases of beer or bottles of whiskey in your
apartment for when the store is closed.
