[UA] Missing bit AKA Perfect Match

Because with the 01, even someone who has a skill of zero percent still has
a chance to succeed by sheer luck.

Incidentally, the reason I didn't include anything for a "direct hit" was
that there was no effect I felt was missing -- we had two levels of criticl
hit and critical fail -- and so any additional detail would really just be
a small plague on the memory of forgetful players.
