[UA] Missing bit

Thought of something a little while ago. In UA, pretty much everything you 
can do with two ten-sided dice has is done. You add up the numbers. You can 
use the number itself for damage. You can flip-flop. Matched numbers, which 
you can't effectively flip-flop, get special effects. You can flip-flop a 
10 to a 01, but you can't escape the dreaded 00 roll. The only thing that 
isn't covered is an exact match. If you need to roll a 37 to hit someone 
and you roll a 37 exactly, you don't get anything special. Why not? Any 
guesses?
