That's usually how I have Dr. West's old nemesis,
Major Sir Eric Moreland Clapham-Lee, show up when I
need him as a bizarre NPC in a CoC or Castle
Falkenstein game (my CF campaigns generally recognized
Queen Hydra and Father Dagon as legitimate, if not
particularly welcome during "the season," royalty.) 
It's best to do a parody of the ol' "getting hired in
a smoky tavern" scene using a character like this (or
a buzzing Mi-Go holding up a head on a stick.  I ran a
Men in Black game with this scene, once. Once.)

Anyway, yeah, I about died laughing when I read about Nobby.
