I'm not completely sure that its as easy as you
suggest.  For starters, the Fury has to deal with the
people who are now angry.  For example, if an
Irascimancer gets to the middle of a crowded square in
Argentina and starts screaming about how Evita is a
slut or worse, he WILL get a charge... if he lives.  

Irascimancy charges are created by getting people
angry specifically at the adept getting the charge. 
Minor charges are created by angering 1 person.  Major
by getting to people to stop being angry at each other
and start being angry at you.  Significant is you get
the attention of a large group of people.  The
examples given of apropriate crowds include political
rallies and soccer games.  In other words, large
crowds that are already emotionally charged.  If an
adept was able to get a charge off of only 100 people,
the bare minimum number required, those people would
need to be seething with an undying hatred of the
irascimancer.  As this anger needs to be personal,
this would cause a problem for the Irascimancer... at
least, that is how I would counter the argument your
friend gave :)

I don't see why not... though... if you did, it would
need to be a situation where the Adept could be seen
as a member of whatever the crowd is revolting
against.  Heh... I suspect this means that if an
Irascimancer is suicidal, they can guarantee a VERY
spectacular death.

And if the Irascimancer angers people 'from a
distance,' or somehow ensures his safety, then he
isn't sacrificing nearly as much, and he wouldn't get
the charge he was expecting.
