[UA] Campaign in the City of Angels

I'm intending to run a campaign set in Los Angeles. Never thought I would do it, being such an obvious choice for a non-American, but 'ere I go, and actually I'm quite pleased I did it.
So I would deeply appreciate any help via (private?) mail, concerning California state laws (regarding guns, cars and any other possibly illegal activity the characters might get involved with), different kinds of local habits and cultural stuff (ethnicity and diversity, food etc.), social security, and especially the kind of dark'n'gritty stuff you don't know by reading Fodor's, the downside.
How much do you pay for using a cellular phone in the US? I've heard from somewhere that the conventional phones have a lump sum that you pay and then call as much as you like, but is it true, and how about those wacky talking matchboxes?
And as the PCs are going to be holding raves and parties and chances are good that someones gonna mess around with certain dubious substances, I think I could use some literature hints concerning drug abuse and effects. Burroughs is an obvious one, and I think Hunter S. Thompson might be a fine choice. Umm...Timothy Leary? Trainspotting? Any "scientific" ones?
