A good source for semi-supernatural LA is the In Nomine supplement "Fall of
the Malakim" It has a bunch of info about LA, and has some settings,
adventure hooks, etc. designed especially for gamers. I'm sure other people
will jump in with answers to your other questions, so I'll just leave it
