Works better, in my mind, if it isn't true, but some other force is trying to make you think it is true (likely an angry avatar of the Demagogue, or a cliomancer, or some such).  PCs (adult/kid/whatever) investigate and expect to find secret tunnels and Satanic rituals, but find no one who actually saw the events, but knows someone who did.  Tracing the stories back could eventually lead them to the people who invented the stories as some sort of way of revenge or some such.  Or maybe I just like going against expectations.
