[UA] double stuff

-Initiative. With some of the new systems being
discussed, I wonder how other things are being handled
like a Speed score of 100+ giving more than one
action, OUACOWA/BOHICA, and initiative altering
skills.
The half-initiative seems like a good idea, but I'd
probably use the current system & roll for the gmc's.

-Supplements. I wouldn't mind seeing two quality
releases per year rather than anything "sub-quality."
But that's just me.
