I'll have to think about the implications of this... you could have the high skill/low speed guy who (effectively) does better the later he goes.  (That is, the sludgy bruiser with Speed 40 and Brawl 80 really wants to roll a 75 and do more damage -- but if he does, he goes last.)  Or you have the low skill/high speed guy whose speed is mitigated by his skill.  (Bantamweight with Brawl 40, Speed 80 can only be effective on a roll of 40 or less.)
