This really takes away from rolling, however. If you roll and succeed (the whatever percentage of the time that you do) you'll average about half your speed, but you have that chance of failure. If taking half your speed gives you a guaranteed success, then you'll be getting that same average every time. The only time you would want to roll your speed is when you know you'll go second in a round, and so have to gamble or pay the price. Which may not be a bad thing; it's just different. Intelligent players would take advantage of this as much as GMCs, if given the option. (It might work as a GMC specific rule, if you don't want PCs doing so).
