For PCs, at least, it would have to count as a success, or there's no point in not making the roll.  You have a choice between risking great success or great failure, or you can go with the safety of mediocre success.  But a failure at half you Speed would put you at dead last, meaning it's not a viable option.  I guess the same is more or less true of GMCs.
